Education Information Technology Solution Center

Education Information Technology Solution Center (EITSC) was established under Decision No. 3128/QD-BGDĐT dated August 29, 2017 issued by the Minister of Education and Training. The Center is a public non-business unit under the Department of ICT, the Ministry of Education and Training, which self-finances recurrent and investment expenditures, has legal status, has its own seal, and is allowed to open accounts at the State Treasury and commercial banks to operate in accordance with the law.

The Center has the function of providing IT services for the education sector in accordance with the law of Vietnam, which includes the following duties and activities:
1. Building, operating and maintaining IT infrastructure and systems, ensuring the information security of the Ministry of Education and Training.
2. Researching, building, integrating, processing, exploiting and maintaining database systems and information systems serving the management, teaching and learning of the entire education and training sector.
3. Carrying out consulting and monitoring services on solutions, building and evaluating programs and projects on IT application related to the field of education and training.
4. Providing services on technology transfer, educational technology, and scientific research related to IT in the field of education and training.
5. Developing and trading IT products, solutions and services in accordance with the law.
6. Performing public services, online public services, storing, processing, providing information and data and commercializing information and data in the field of education and training.
7. Mobilize resources to carry out activities consistent with the Center's functions and tasks.
8. Implement administrative reform, information and reporting regimes according to the program, plan and regulations of the ICT Department.
9. Manage civil servants, public employees, employees, finance, assets, records and documents of the Center according to the provisions of law and decentralized by the Director of the ICT Department; to sign contracts with domestic and international organizations and individuals to perform assigned tasks.
10. Perform other tasks assigned by the Minister of Education and Training and the Director of the ICT Department.
The Center is under the direct management of the Director of ICT Department and the Minister of Education and Training in the performance of assigned functions and tasks; The Center has a close relationship with units under the Department of ICT and other departments in the Ministry of Education and Training to organize and coordinate the implementation of activities according to the functions and tasks of the Center, ensuring the interoperability and linkage in the performance of the common tasks of the Ministry of Education and Training.
The Center fully performs the professional tasks of the unit, as well as the coordination tasks with other units, departments assigned by the Ministry of Education and Training.
The Center has direct relationships, providing services, products, consulting, and technology transfer with domestic and foreign agencies, organizations, and international organizations to serve the Center's activities according to the law and the regulations of the Ministry of Education and Training.
